City goes after tow-company license | 2011-12-20 | Indianapolis Business Journal | IBJ.com

Indianapolis is moving to revoke the license of a prominent local towing company that officials say has violated local ordinances and elicited more than two dozen consumer complaints.

The city’s Department of Code Enforcement on Monday issued a hearing notice to Interstate/Delaware and South Towing for license revocation or suspension.

According to the city, the company, which has locations downtown on Delaware Street and on Kitley Road on the city’s east side, has not upheld requirements to post signage and to get approval from parking lot owners or authorized agents before towing vehicles. The firm received a citation for inadequate signage in late October.

Interstate/Delaware and South’s general manager, Brian Meyer, could not be reached for comment Tuesday morning.

Earlier this year, the City-County Council approved regulations to prevent companies from engaging in predatory towing practices. The new rules include caps for towing and storage fees, requirements that towing companies accept cash and credit-card payments, and 24/7 access to towed vehicles.

Local law enforcement and AAA MountainWest are working together to make sure residents who imbibe a bit too much this holiday season get home safely.

For the seventh year, Operation Tipsy Tow will offer a free ride home for revelers starting Friday and running through New Year’s Day.

“We’re not telling people they can’t drink, but if you’ve been drinking, don’t drive,” Helena Police Chief Troy McGee said during a news conference at the Capitol on Tuesday morning.

Impaired drivers can call AAA’s help line, (800) AAA–HELP (222-4357) and request an Operation Tipsy Tow service from Elite Towing.

The answer? None.Last week in Oakland, Parsons spotted a man on a cell phone who is a lookout for a towing company. The man was watching a parking lot, waiting to see if any of the car owners who parked there went anywhere other than the store that owns the lot.Men like him were supposed to have a special license by now, but a Team 4 investigation finds the new law regulating towers still isn't being enforced.

Pittsburgh resident Dale Labby wishes it was after his experience with a different towing company."They charged me $550," said Labby, who was on Brookline Boulevard last month, waiting to make a turn, when his car got rear-ended by another vehicle. Suddenly, he said, tow trucks were on the scene."They showed up fast, real fast, before the city police and before the fire trucks and everything," Labby said.Somebody -- he doesn't know who -- asked for his car keys as paramedics loaded him into an ambulance, Labby said. A day later, when he was released from the hospital, he found out the bill for his tow was $550."That's outrageous. I don't want to see nobody else get ripped off," Labby said.

A towers view on safety


Safety safety safety.

I can’t stress this enough.  Too many drivers are getting injured or killed on the highways from numerous things.  The biggest thing that I can stress is BE SEEN!!!  Wear a vest to light up the scene.  There are numerous things you can do.  I remember one time where I was dispatched to a disabled motorist on a toll road.  It was a BMW and came out as a flat tire.  I thought to myself great, this person has never changed a tire before in their entire life and will most likely sit in the car and leave me to the work.  I arrive on the location of the disablement and find that the shoulder was barely enough to have the BMW on the side of the road, let alone my 21’ ford Jerr Dan Rollback.  I saw the disabled car and turned on every light I had so other motorists could see me.  I positioned my truck behind the disabled car so that as motorists came flying by they could see all the lights much better and not slam into us.  I also pulled a page from the police and decided to angle my truck so it gave me a little more room to work, keeping me out of harms way. 
Safety is the biggest thing that we need to follow out there, but so few drivers do.  Wear the safety vest.  Turn on all your lights especially at night.  People can see those work lights and your warning lights. Put extra warning lights on the back of the truck, more than the front.  And if that does not work, flares and triangles are a great tool to keep you safe, whether they are battery powered or the old fashioned ones.

City to give red-light scofflaws the hook

The city is about to put the brakes on thousands of drivers who've beaten the red-light camera program out of $47 million, The Post has learned.
The red-light runners will be in for a shock when they check their parking-violation records and find past-due summonses dating back to 2003 added to their accounts.
And that's not the worst of it.

About 40,000 drivers who owe less than $350 each in unpaid parking tickets and, therefore, haven't been subject to towing are going to leap onto the towing hit lists when the unpaid red-light infractions are added to their totals.

Starting Sept. 13, following public announcements, city marshals will be authorized to tow any vehicle with a combined $350 owed for parking tickets and red-light summonses.

Red-light summonses have been overseen by the Transportation Department since 1993 and weren't included in Finance Department's database of parking violations.

As a result, city marshals and deputy sheriffs assigned to hunt down parking scofflaws didn't pursue drivers who ignored tickets after being caught on camera blowing through red lights.

The Transportation Department employed collection agencies to track those drivers with limited success.
With 664,000 unpaid red-light summonses -- totaling $47 million -- in judgment, officials are making no apologies for the sudden crackdown.

"We've always said these violations would subject you to being towed," declared Finance Department spokesman Owen Stone.

Most drivers caught zooming through red lights tend to cough up the $50 fine fairly quickly since it's tough to dispute photographic evidence. In 2009, the city generated $32.3 million from 150 hidden traffic cameras.
But some cunning culprits discovered that ignoring red-light summonses didn't necessarily mean risking having their cars towed.

"If you didn't pay, it didn't stop you from registering your car," admitted one red-light scofflaw who works for the city and said everyone in his office was aware that enforcement of the red-light violations was limited.
The scofflaw said he forked over hundreds of dollars to immediately settle all his fines, fearing the new towing offensive.

Lucky for him, he settled up.

About five dozen vehicles were mistakenly yanked from the streets last week despite the grace period. Officials promised to rectify matters for all the affected owners.

Recovery Straps - Proper Usage



How recovery straps work and how to use them properly

The right recovery straps and how to use them can make the difference if you can pull your vehicle out safely or if you have to wait on a tow truck. A high quality strap without hooks attached to it is the strap you want to use for getting a vehicle unstuck.he above is called a "tow" strap. The main reason not to use this for recovery is simple. If the recovery strap or your recovery hardware breaks, it's not safe to have a metal hook flying off at speeds in excess of 100 mph.Many people have been killed and seriously injured by using these straps incorrectly. These straps will not stretch because they are made for towing, not recovery.
Let me first clarify what we are talking about.How a Recovery Strap Works

The strap works like this. Say for example you are pulling out your friend, so you attach your recovery strap to the back of your vehicle and then to the front of his. As you drive away from him the recovery strap stretches just like a rubber band. The strap wants to go back to its normal size, so it has no other choice than to transfer the energy to the stuck vehicle, pulling it out.

Recovery straps are flat with sewn loops and no hooks. They are nylon, not polypropylene or Dacron or chain. Because the straps are made of Nylon, they stretch. They are safer than chains, easier to use, and not nearly as heavy.

Specifications
I've seen recovery straps come in lengths of 20 to 40 feet and widths from 2 to 6 inches. A general rule of thumb, each inch of width will allow you to pull out about 10,000 lbs. So if I have a 3 inch wide strap, it would be rated to tug up to 30,000 lbs. Many will then ask, why not go all the way up to a 6" wide recovery strap? The problem is that the strap becomes less elastic the wider it gets, which means it will not work properly. Typically a 2" or 3" wide recovery strap will suit all of your needs.

Tips for Recovery Strap Use

* Before ever using the strap, make sure it is in good condition ( no cuts, frays, or broken stitching.)

* Make sure the hardware being used is free of defects and rust. This includes your tow hooks or front hitch and the hardware on the other vehicle. If possible, the recovering vehicle should place the recovery strap to its rear end, which would be the safest place if the strap happens to break.

* You may be able to wrap the strap around a hitch, but I would not put it IN the hitch. I have seen a few people who have bent the pin, which then had to be cut out. Getting a tow hook or D-Ring adaptor to go into the hitch is a better idea. Here is an example of a D-Ring adaptor and how a recovery strap should be hooked up to one:


* Some older cars actually have tow hooks, but if not you must use your own judgment. Never attach a recovery strap to a vehicles bumpers, axles, suspension, steering rods, or a trailer hitch ball. The attach points must be to a secure place on the vehicles frame. Do not place the recovery strap on another vehicle in a way that it may be cut.

* Never, ever, attach a recovery strap to another vehicle with a knot. You should pass one end of the strap through the loop at the other end of the strap to secure it on.

* Incase the strap may break, lay a tarp or some jackets on top of the recovery strap. When the strap breaks (lets hope for the best, but prepare for the worst), the jackets or tarp will slow the recovery strap down before it hits someone.

* To help protect the strap from tears, make sure all logs and large rocks are removed from the recovery path. Everyone should stand clear of the recovery strap when it is in use.

* When pulling the vehicle out, drive very slowly. Sudden tugs may lead to damage to either of the vehicles or the strap.

* Once the vehicle is safely removed, inspect your recovery strap and hardware and hit the road!
In addition to these recommendations, read the instructions your recovery strap comes with. To protect your strap, store it out of sunlight and away from heat and keep it clean. Dirt, mud and debris embedded in a tow strap actually damages the fibers over time and can decrease its strength. After a muddy day of wheeling and recovery, always clean your straps by hosing them off and spray horizontally across the strap as not to push the debris into the strap fibers.
